H.B. 1961 78(R) BILL ANALYSIS H.B. 1961 By: Luna Higher Education Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the name of Southwest Texas State University implies a regionalism that is detrimental to the school. Changing the university's name to Texas State University at San Marcos would more accurately reflect its location and stature. As proposed, H.B. 1961 changes the name of Southwest Texas State University to Texas State University at San Marcos. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS HB 1961 amends the Education Code and the Government code to change the name of Southwest Texas State University to Texas State University at San Marcos. EFFECTIVE DATE This Act take effect September 1, 2003.
