H.B. 1987 78(R) BILL ANALYSIS H.B. 1987 By: Corte Defense Affairs and State-Federal Relations Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, members of the Texas Reserve military forces are being mobilized to fulfill homeland security requirements and global contingency commitments in numbers not seen since the Korean War. Since September 11, 2001, approximately 5,000 guardsmen and reservists have been ordered to full-time status. Secretary of Defense, Donald Rumsfeld has identified a need for transforming and streamlining our military forces and improving interagency processes and integration. HB 1987 requires the Adjutant General's annual report to include a list and description of all Texas National Guard missions in progress at the time of the report and a statement of the Adjutant General's plans to obtain and maintain future Texas national Guard missions, including proposed missions. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Requires the Adjutant General's annual report to the Governor to list a description of all Texas National Guard missions in progress at the time of report preparation, and a statement of the Adjutant General's departmental plan to obtain and maintain future missions, including those consistent with the United States Department of Defense's war-fighting strategies, and those used in the war on terrorism. SECTION 2. Effective Date: September 1, 2003.
