SRC-VRA H.B. 2038 78(R) BILL ANALYSIS Senate Research Center H.B. 2038 78R7023 YDB-DBy: Lewis (Madla) Intergovernmental Relations 5/8/2003 Engrossed DIGEST AND PURPOSE Currently, civil service provisions require applicants applying for beginning positions in fire and police departments in municipalities with a population of 10,000 or more to take a competitive examination. H.B. 2038 requires persons applying for these positions to take a competitive examination which tests the applicants' general knowledge and aptitude, and not the knowledge of and qualifications for work in their intended fields. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 143.025(b), Local Government Code, to require the examination for beginning positions in the fire and police departments of certain municipalities to be based on the person's general knowledge and aptitude, rather than the person's knowledge of and qualifications for fire fighting and work in the fire department or for police work and work in the police department. SECTION 2. Makes application of the changes in law made by this Act prospective. SECTION 3. Effective date: September 1, 2003.
