H.B. 2056 78(R) BILL ANALYSIS H.B. 2056 By: Dawson Licensing & Administrative Procedures Committee Report (Unamended) BACKGROUND AND PURPOSE Under current law, the maximum face value of a charitable raffle prize is $50,000. This bill raises the face value of a charitable raffle price to $250,000. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Amends Sections 2002.056(b) and (c), Occupations Code by changing the maximum value of a prize offered or awarded at a raffle from $50,000 to $250,000. Makes prospective effective dates such as, if the prizes are awarded on or after the effective date of this Act they apply to this Act. However, prizes offered before the effective date of this Act are covered by the law in effect when the prizes are awarded. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act take effect September 1, 2003.
