SRC-TJG, EPT H.B. 2063 78(R) BILL ANALYSIS Senate Research Center H.B. 2063 78R6690 DRH-DBy: Bohac (Lindsay) Intergovernmental Relations 5/18/2003 Engrossed DIGEST AND PURPOSE Currently, adult probation departments are included in the "Grievance Procedure for County Employees" chapter of the Local Government Code which applies only to Harris County. While the adult probation department is specifically included in the statute, the department has no obligation to follow the grievance committee's recommendation. Unlike the other departments listed in the statute, the Harris County Commissioner Court has no authority over the Harris County Adult Probation Department and has no jurisdiction to address grievances presented by the department's employees. H.B. 2063 removes "adult probation departments" from those employees affected by certain county grievance procedures in a county with a population of more than 2.4 million. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 160.002, Local Government Code, as follows: Sec. 160.002. COUNTIES AND EMPLOYEES AFFECTED. Provides that this chapter applies only to a county with a population of more than 2.4 million and its employees, including but not limited to the employees of road and bridge districts, flood control districts, and juvenile probation departments in the county. Deletes "adult probation departments" from the list of affected entities. SECTION 2. Effective date: September 1, 2003.
