SRC-AMY H.B. 2172 78(R) BILL ANALYSIS Senate Research Center H.B. 2172 78R9575 JMM-DBy: Chavez (Lucio) Business & Commerce 5/10/2003 Engrossed DIGEST AND PURPOSE Currently, the workforce development division (division) of the Texas Workforce Commission (TWC) oversees many job training and employment-related educational programs and functions that were consolidated under the division when TWC was created in 1995. Some feel the effectiveness of these programs and functions are limited because only the resources and personnel of the division are allowed to perform them. H.B. 2172 moves the job training and employment-related educational programs and functions currently administered by the division to TWC. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 302.021, Labor Code, to provide that certain job-training, employment, and employment-related educational programs and functions are consolidated under the authority of the Texas Workforce Commission (TWC), rather than the division of workforce development of TWC. Deletes references to the federal Job Training Partnership Act, and Section 499.051(f) (Notification of Release of Gang Member). Makes conforming changes. SECTION 2. Effective date: upon passage or September 1, 2003.
