H.B. 2172 78(R) BILL ANALYSIS H.B. 2172 By: Chavez Economic Development Committee Report (Unamended) BACKGROUND AND PURPOSE The Workforce Development Division of the Texas Workforce Commission oversees many job training and employment-related educational programs and functions that were consolidated under the division when the Commission was created in 1995. Some feel the effectiveness of these programs and functions are limited because only the resources and personnel of the division are allowed to perform them; they feel if the commission, rather than the division, performed these duties that these programs and functions would better serve the citizens of this state. HB 2172 would move the job training and employment-related educational programs and functions currently administered by the Division of Workforce Development to the Workforce Commission. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS HB 2172 amends the Labor Code to move the work force programs consolidated and managed under this section from the Division of Workforce Development to the Workforce Commission. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, September 1, 2003.
