DIGEST AND PURPOSE 

Currently, the Upper Sabine Solid Waste Management District (the district)
holds regular meetings each month.  H.B. 2227 would amend the statute to
require the board to meet quarterly instead of monthly, except otherwise
provided by law. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 3.07(a), Chapter 734, Acts of the 72nd
Legislature, Regular Session, 1991 (Article 4477-7k, V.T.C.S.), to require
the board of directors of the Upper Sabine Valley Solid Waste Management
District to meet at least one time each quarter, rather than month, and to
meet at any other time provided by its bylaws, except as otherwise
provided by law.  Makes a nonsubstantive change. 

SECTION 2.  Effective date: September 1, 2003.
