H.B. 2227 78(R) BILL ANALYSIS H.B. 2227 By: Hughes Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the Upper Sabine Solid Waste Management District (the district) holds regular meetings each month. The board of directors of the district have experienced that other than at meetings for setting and approval of the budget and tax rate, there is not a necessity for a meeting each month. The routine matters of the board could be handled in quarterly meetings. At the request of the board of directors, the bill would amend the statute to require the board to meet quarterly instead of monthly. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2227 amends the enacting legislation of the district to change the requirement that the board meet once each month to once each quarter. EFFECTIVE DATE September 1, 2003
