H.B. 2234 78(R) BILL ANALYSIS H.B. 2234 By: McReynolds Judicial Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the 258th district court (Polk, San Jacinto, and Trinity counties) may appoint a bailiff as provided by section 53.002 of the Government Code. After this statute permitting the 258th district court to appoint a bailiff passed, the legislature created the 411th district court to serve the same area. This court, however, does not presently have the authority to appoint a bailiff. H.B. 2234 allows the 411th district court to appoint a bailiff. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2234 amends the Government Code to provide that the 411th district court may appoint a bailiff, and sets forth provisions regarding the payment of the salary of this bailiff. EFFECTIVE DATE September 1, 2003.
