H.B. 2277 78(R) BILL ANALYSIS H.B. 2277 By: Morrison Economic Development Committee Report (Unamended) BACKGROUND AND PURPOSE Governor Perry's OneStar Foundation will encourage more Texans to volunteer and allow them to positively impact their communities. The foundation will also serve to make Texans in need more aware of the community organizations and resources available to them, and allow those organizations to partner with the state in addressing the needs of all Texans. The foundation will also incorporate the functions of the Texas Commission on Volunteerism and Community Service, including Americorps. HB 2277 repeals Section 302.021(a)(15) of the Labor Code and Section 2308.102(b)(3) of the Government Code to allow the Americorps program to be under the authority of the OneStar Foundation. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS HB 2277 amends the Labor Code to repeal Section 302.021(a)(15). HB 2277 amends the Government Code to repeal Section 2308.102(b)(3). EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, September 1, 2003.
