H.B. 2297 78(R) BILL ANALYSIS H.B. 2297 By: Uresti Elections Committee Report (Unamended) BACKGROUND AND PURPOSE Under current law, at the convening of the legislature, the clerk is required to call the roll alphabetically by county. In practice, however, the clerk calls the roll in numerical order by district. This has been the practice for roll call since the late nineteenth century. House Bill 2297 modifies the law to conform to this longstanding practice. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2297 amends the Government Code by requiring, at the convening of the legislature, the clerk appointed by the secretary of state to call the roll of members-elect by calling the districts of the appropriate house in numerical order, rather then calling the counties in alphabetical order. EFFECTIVE DATE September 1, 2003.
