H.B. 2306 78(R) BILL ANALYSIS H.B. 2306 By: Jones, Jesse Transportation Committee Report (Unamended) BACKGROUND AND PURPOSE The 76th Legislature established the "New Millennium" license plate program to support reading programs in public libraries. House Bill 2306 would modernize the name of the license plate while continuing the support for reading programs in public libraries. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1:Amends the name of the license plate and the name printed on the plate to "Texas Reads." Amends the account to "Texas reads." SECTION 2:States that the change in the name does not affect the current account. The department may sell the existing new millennium plates in stock before issuing the new Texas reads plates. The new millennium plates are subject to the law as written before the effective date of this act. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
