H.B. 2334 78(R) BILL ANALYSIS H.B. 2334 By: Turner Land & Resource Management Committee Report (Unamended) BACKGROUND AND PURPOSE Current law allows voters of an area annexed by a municipality for limited purposes to vote in elections for mayor and city council. Some municipalities elect their city controller. H.B. 2334 will authorize voters in an area annexed by a municipality for limited purposes to also vote in elections for city controller if the office is an elective position of the municipality. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1.Authorizes voters in an area annexed by a municipality for limited purposes to vote in elections for city controller if the office is an elective position of the municipality. SECTION 2.Effective date. EFFECTIVE DATE September 1, 2003.
