H.B. 2348 78(R) BILL ANALYSIS H.B. 2348 By: Casteel Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Under current law, the Southeast Trinity Groundwater Conservation District was given full regulatory powers, but the creation of the district required confirmation by the voters. At the November 2002 election, the voters rejected the confirmation of the district. As proposed, H.B. 2348 dissolves the Southeast Trinity Groundwater Conservation District.
