H.B. 2402 78(R) BILL ANALYSIS H.B. 2402 By: Stick Judicial Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE Current law provides a base salary for district court judges, which counties may choose to supplement up to a certain statutory cap. This cap has not kept up with commensurate increases in the cost of living in Travis County over the past few years, leaving Travis County judges relatively worse off than their peers in other parts of the state. H.B. 2402 lifts the statutory cap to allow Travis County to pay its judges a supplemental amount set by the commissioners court. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2402 amends the Government Code to provide that the Commissioners Court of Travis County may pay the judges of the district courts having jurisdiction in the county an annual salary in an amount set by the commissioners court for services rendered and for performing administrative duties. EFFECTIVE DATE September 1, 2003.
