C.S.H.B. 2455 78(R) BILL ANALYSIS

C.S.H.B. 2455
By: Chisum
State Affairs
Committee Report (Substituted)

BACKGROUND AND PURPOSE

This bill is the Sunset schedule bill, which may also serve as a possible
safety net in the event an agency sunset bill is in danger of not passing.
The bill provides for changes to the review schedule, which periodically
needs adjustment to balance the workload of the Sunset Advisory
Commission. The Commission's schedule now has 47 reviews for the next
review cycle.

RULEMAKING AUTHORITY

It is the opinion of the committee that this bill does not expressly
delegate any additional rulemaking authority to a state officer,
department, agency, or institution.

records that fall under the working paper exception.

COMPARISON OF ORIGINAL TO SUBSTITUTE

Education Partnership Fund from specific Sunset review. The substitute
modifies language in the original providing that working papers of the
Sunset Advisory Commission are not subject to public disclosure.
