SRC-TJG H.B. 2496 78(R) BILL ANALYSIS Senate Research Center H.B. 2496 78R8322 JRJ-DBy: Branch (Janek) State Affairs 5/20/2003 Engrossed DIGEST AND PURPOSE Under current law, primary elections are held on the second Tuesday of March and runoff primary elections are held on the second Tuesday in April. H.B. 2496 modifies the date of certain primary elections. RULEMAKING AUTHORITY Rulemaking authority is expressly granted to the secretary of state in SECTION 2 of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 41.007(a), (b), and (c), Election Code, to change the dates of certain primary elections from the second Tuesday in certain months in certain years, to the first Tuesday in those certain months and years. SECTION 2. Requires the secretary of state, by rule, to modify applicable procedures, dates, and deadlines in the Election Code to implement the changes in primary elections dates made by this Act. SECTION 3. Effective date: September 1, 2003.
