SRC-JLB H.B. 2518 78(R) BILL ANALYSIS Senate Research Center H.B. 2518 78R2654 RCJ-DBy: Dawson (Jackson) Natural Resources 5/19/2003 Engrossed DIGEST AND PURPOSE Under current Texas law, the Brazoria County Conservation and Reclamation District Number Three must obtain public bids for contracts or the purchase of equipment or materials that have a cost exceeding $2,000. H.B. 2518 increases from $2,000 to $15,000 the maximum cost of equipment or material that may be purchased without obtaining public bids. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 6(a), Chapter 307, Acts of the 61st Legislature, Regular Session, 1969, to require contracts for the making and construction of all improvements contemplated by this Act, and all necessary work in connection therewith, or for the purchase of any machinery, materials or supplies for the district, when the cost price exceeds $15,000, rather than $2,000, to be let to the lowest responsible bidder, furnishing satisfactory evidence of possessing equipment and facilities essential to the proper performance of such contract. SECTION 2. Effective date: September 1, 2003. Makes application of this Act prospective.
