H.B. 2518 78(R) BILL ANALYSIS H.B. 2518 By: Dawson Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Under current law, the Brazoria County Conservation and Reclamation District #3 must obtain public bids for contracts or the purchase of equipment or materials that have a cost exceeding $2,000. H.B. 2518 increases to $15,000 the maximum cost of equipment or material that may be purchased before obtaining public bids. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2518 amends Chapter 307, Acts of the 61st Legislature, Regular Session, 1969, to change from $2,000 to $15,000 the maximum amount of a contract, purchase of equipment or materials for the district before obtaining public bids. EFFECTIVE DATE September 1, 2003
