H.B. 2582 78(R) BILL ANALYSIS H.B. 2582 By: Jones, Elizabeth State Cultural and Recreational Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Texas' current funding for the arts amounts to 18 cents per citizen annually, placing it last among the 50 states. The Texas Commission on the Arts (TCA) oversees the Texas Cultural Endowment Trust Fund, which is intended to provide a sustaining funding source to enhance arts education and encourage economic development in the state. The fund is a "local" fund held outside of the State Treasury and managed by Chase Bank. The commission on the Arts is currently pursuing the Texas Music Project. This project would put out a CD of Texas artists each year. The proceeds from the project would go into the cultural endowment fund with a portion of the interest to be used for music education. HB 2582 codifies the current efforts and designates that the proceeds go to the cultural endowment fund RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2582 amends the Government Code by adding a section creating the Texas Music Compact Disc Project. It states that the Texas Commission on the Arts shall create, promote, and distribute a series of compact discs featuring Texas artists H.B. 2582 states that the Commission shall seek donations of time, talent, and property to help facilitate the project. H.B. 2582 designates that the proceeds from the sale of the discs be deposited in the Texas endowment fund. EFFECTIVE DATE This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003.
