DIGEST AND PURPOSE 

Currently, an applicant for early voting by mail whose application is
submitted without all the required information is contacted by mail.  H.B.
2636 requires a voting clerk to use a telephone number or email address,
if available, to notify an applicant. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 101.004, Election Code, by amending Subsection
(j) and adding Subsection (k), as follows:   

(j)  Requires an early voting clerk, if an applicant does not provide all
the information required for registration and the applicant has provided a
telephone number or an address for receiving mail over the Internet, to
notify the applicant by that medium that the application does not contain
the required information.
