SRC-TJG H.B. 2786 78(R) BILL ANALYSIS Senate Research Center H.B. 2786 78R5555 DRH-FBy: Eiland (Janek) Natural Resources 5/12/2003 Engrossed DIGEST AND PURPOSE Currently, a strategic partnership between a special purpose district and certain municipalities is limited to10 years after the effective date of the strategic partnership agreement. H.B. 2786 allows the partnership agreement to be extended another 10 years but stipulates that the partnership is allowed only one extension under this provision. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 43.0751, Local Government Code, by adding Subsection (n-1), to authorize the district and the municipality, at the conclusion of the term of an agreement between a municipality and a district under Subsection (n), to extend the agreement for a period not to exceed 10 years. Authorizes the agreement to be extended only once under this subsection. SECTION 2. Effective date: upon passage or September 1, 2003.
