H.B. 2786 78(R) BILL ANALYSIS H.B. 2786 By: Eiland Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, strategic partnerships between a special purpose district and certain municipalities are limited to10 years after the effective date of the strategic partnership agreement. This act allows the partnership agreement to be extended another 10 years but stipulates that the partnership is allowed only one extension under this provision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 2786 amends Section 43.0751, Local Government Code, by adding a subsection to allow a 10year extension of the agreement between a municipality and a district under Subsection (n), Section 43.0751, Local Government Code. The bill also provides that an agreement may only be extended once under this subsection. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
