H.B. 2900 78(R) BILL ANALYSIS H.B. 2900 By: Phillips State Cultural and Recreational Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Section 46.004, Parks and Wildlife Code sets the minimum fees for resident and non-resident fishing licenses in Texas. The minimum fee for a non-resident fishing license currently is set at $15. HB 2900 would set the minimum non-resident fishing license fee at $50. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS HB 2900 amends the Parks and Wildlife Code by raising the minimum fee charged for a non-resident fishing license from $15 to $50 or an amount set by the commission. EFFECTIVE DATE September 1, 2003
