SRC-AMY H.B. 2911 78(R) BILL ANALYSIS Senate Research Center H.B. 2911 78R7437 DWS-DBy: Homer (Deuell) Infrastructure Development and Security 5/19/2003 Engrossed DIGEST AND PURPOSE It is an established tradition that the state periodically names a highway or specified portion of a highway in honor of a person or event, or a significant feature of that roadway. Dr. James A. (Jimmy) Turman was a four-term member of the Texas House of Representatives from Gober, Texas, in Fannin County, whose legislative career concluded with service as the 64th Speaker of the House. H.B. 2911 designates Farm-to-Market Road 68 in Fannin County as Speaker Jimmy Turman Road. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.059, as follows: Sec. 225.059. SPEAKER JIMMY TURMAN ROAD. (a) Provides that Farm-to-Market Road 68 in Fannin County is designated as Speaker Jimmy Turman Road. (b) Requires the Texas Department of Transportation (TxDOT) to design and construct markers indicating the road number, the designation as Speaker Jimmy Turman Road, and any other appropriate information. (c) Requires TxDOT to erect a marker at each end of the road and at appropriate intermediate sites along the road. SECTION 2. Effective date: upon passage or September 1, 2003.
