H.B. 2911 78(R) BILL ANALYSIS H.B. 2911 By: Homer Transportation Committee Report (Unamended) BACKGROUND AND PURPOSE H.B. 2911 78(R)It is an established tradition that the State periodically names a highway or specified portion of a highway in honor of a person, event or significant feature of that roadway. Dr. James A. (Jimmy) Turman was a four-term member of the Texas House of Representatives from Gober, Texas, in Fannin County, whose legislative career concluded with service as the 64th Speaker of the House. H.B. 2911 designates Farmto-Market Road 68 in Fannin County as Speaker Jimmy Turman Road. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding a new Section 225.059 which would (a) designate Farm-to-Market Road 68 in Fannin County as Speaker Jimmy Turman Road, (b) require the department to design and construct markers indicating the road number, the designation of Speaker Jimmy Turman Road and any other appropriate information and (c) requires the department to erect a marker at each end of the road and at appropriate sites along the road. EFFECTIVE DATE This Act takes effect immediately, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
