DIGEST AND PURPOSE

Currently, municipalities and counties are authorized, after several
procedural requirements are satisfied, to establish Public Improvement
Districts (PID). The law authorizes the creation and dissolution of a PID,
but does not expressly authorize amending the boundaries. While the
requirements are designed to keep the public informed and involved in the
process, they may be considered excessive, especially when the proposed
changes are non-controversial or unchallenged.

H.B. 2924 allows the expansion of PIDs and creates a more streamlined
method for proposed expansions.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.
