C.S.H.B. 2939 78(R) BILL ANALYSIS C.S.H.B. 2939 By: McReynolds Public Education Committee Report (Substituted) BACKGROUND AND PURPOSE The Education Code, Chapter 11, Subchapter E provides the duties, responsibilities, and definitions of school administrators. Many feel there is a disconnect between administration and teaching staff. One way to resolve this situation would be to require administrators to return to the classroom. C.S.H.B. 2939 requires certain administrators to serve as a classroom teacher by teaching a course to one class for a full semester once every 5 years. This will provide tangible teaching experience for administrators' decisions which affect classroom instruction. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, department, agency or institution. ANALYSIS C.S.H.B. 2939 amends the Education Code to require administrators to serve as a classroom teacher by teaching a course, in an area related to the administrator's certification, to one class for a full semester once every 5 years. This Act applies beginning with the 2003-2004 school year. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE C.S.H.B. 2939 modifies the original by deleting provisions relating to guidelines developed by a campus-level committee established under Section 11.251, Education Code, and the prohibition of school district funds being used to pay an administrator who is not in compliance with this section.
