C.S.H.B. 2941 78(R) BILL ANALYSIS C.S.H.B. 2941 By: McReynolds Transportation Committee Report (Substituted) BACKGROUND AND PURPOSE Communities throughout the states of Alabama, Georgia, Louisiana, Mississippi, and Texas have visualized a East/West Corridor to serve as an economic and cultural conduit. The East/ West Corridor encompasses the majority of the old settlers' route, El Camino Real. This stretch of highway has notoriety because of its use for exploration, conquest, missionary supply, settlement, cultural exchange and military campaigns in throughout history. Other States have designated this passageway in their states as the East/West Corridor. House Bill 2941 designates portions of State Highways 7, 21, and 103, United States Highway 290, and Interstate 10 as the El Camino East/West Corridor. This bill does not delegate the Texas Department of Transportation to place signage on this route. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION ONE: Section 225.0401. El Camino East-West Corridor. Amends the Transportation Code to designate parts of State Highways 7, 21, and 103, United States Highway 290, Interstate Highway 10 from Pendleton Bridge of Sabine County to El Paso as the El Camino East-West Corridor. SECTION TWO: Section 225.0401. El Camino East-West Corridor. Does not require Texas Department of Transportation to design, construct, or erect markers designating the El Camino East-West Corridor. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act take effect September 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE The substitute differs from the original in that the substitute is a Legislative Council draft.
