C.S.H.B. 3033 78(R) BILL ANALYSIS C.S.H.B. 3033 By: Ellis Judicial Affairs Committee Report (Substituted) BACKGROUND AND PURPOSE Currently, Section 53.002 of the Government Code permits the 12th, 258th and 278th district courts, among others, to appoint a bailiff. C.S.H.B. 3033 adds the 75th and 253rd district courts to this list. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 3033 amends the Government Code to provide that the 75th and 253rd district courts may each appoint a bailiff, and sets forth provisions regarding the payment of the salary of these bailiffs. EFFECTIVE DATE September 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE The original only included the 75th district court. The substitute adds the 253rd district court, which overlaps with the 75th district court.
