H.B. 3102 78(R) BILL ANALYSIS H.B. 3102 By: Garza County Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE The Maverick County Hospital District is presently operating state grant programs such as the Early Childhood Intervention (ECI) and has the responsibility to prepare annual as well as quarterly reports that will correspond with their annual budget and that of the state's. Presently, the Maverick County Hospital District has a two month disparity between their current fiscal year and that of the State's fiscal year. The purpose of HB 3102 is to have Maverick County Hospital District fiscal year changed to correspond with the State's fiscal year. HB 3102 will not affect anything else within the district as they only operate the ECI program and their indigent care program. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Section 1: House Bill 3102 amends Section 12(a), Chapter 172, Acts of the 59th Legislature, Regular Session, 1965 by changing the fiscal year of the hospital district from July 1 through June 30 to September 1 through August 31 of the following year. EFFECTIVE DATE September 1, 2003
