SRC-TJG H.B. 3124 78(R) BILL ANALYSIS Senate Research CenterH.B. 3124 78R7546 KKA-FBy: Truitt (Zaffirini) Finance 5/21/2003 Engrossed DIGEST AND PURPOSE Under current law, the Texas Rehabilitation Commission offers numerous rehabilitative programs to assist persons to rejoin the workforce. The current budget shortfall is endangering some of the services TRC offers and the amount of federal dollars it is able to draw on. H.B. 3124 authorizes TRC to transfer the provision of transition planning into the agency's vocational rehabilitation program. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 111.052, Human Resources Code, to authorize the Texas Rehabilitation Commission, in carrying out the purposes of this chapter, to take certain actions. Makes conforming changes. SECTION 2. Repealer: Sections 111.002(7) (regarding the definition of extended rehabilitation services program), 111.0525(a) (regarding coordination of state agencies in providing extended rehabilitation services to certain individuals), and 111.073 (Transition Planning), Human Resources Code. SECTION 3. Effective date: September 1, 2003.
