DIGEST AND PURPOSE 

Current law limits liability for municipal  park systems that install
skate parks.  H.B. 3248 extends limits on liability to county and state
skate parks. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Sections 75.002(e), (f), and (g), Civil Practice and
Remedies Code, as follows: 

(e)  Redefines "recreation" by adding "in or on an indoor or outdoor,"
rather than "inside a," facility in relation to the location where certain
recreational activities occur.  Adds "the state" and "county" in reference
to ownership, operation, or maintenance of such a facility.  

 (f)  Makes a conforming change.

(g) Makes conforming changes.  Requires a sign that contains warning
language. 

SECTION 2.  Makes application of this Act prospective.

SECTION 3.  Effective date:  September 1, 2003.
