H.B. 3553 78(R) BILL ANALYSIS H.B. 3553 By: Brown, Betty Judicial Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, there is only one county court at law in Henderson County. This court is currently backlogged. H.B. 3553 creates a second county court at law in Henderson County. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 3553 amends the Government Code to create a second county court at law in Henderson County. This County Court at Law No. 2 is created December 1, 2007, or on an earlier date determined by the commissioners court. The bill also amends the Human Resources Code to add the new county court at law judge to the juvenile board of Henderson County. EFFECTIVE DATE September 1, 2003.
