H.B. 3585 78(R) BILL ANALYSIS

H.B. 3585
By: Nixon
Urban Affairs
Committee Report (Unamended)

BACKGROUND AND PURPOSE

The Westchase Area Management District includes a board of directors whose
members are required to hold positions in office, retail, land, and
similar categories. Because of changes in the real estate market, at
times, the board has trouble finding qualified members to fill board
positions. House Bill 3585 would change the qualifications for board
members, allowing interested parties to fill positions while keeping an
overall representation of the area. The bill would also add
telecommunications as a purpose of the District and the power to provide
for convention centers.

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution.
