H.B. 3591 78(R) BILL ANALYSIS H.B. 3591 By: Pitts Land & Resource Management Committee Report (Unamended) BACKGROUND AND PURPOSE Current law prohibits a municipality from annexing a strip of land that is less than 1,000 feet in width. H.B. 3591 creates an exception to the prohibition against strip annexation in regards to territory associated with the superconducting super collider high-energy research facility. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1.Amends Section 43.054, Local Government Code, as follows: Authorizes a municipality with a population of 21,000 or more located in a county with a population of 100,000 or more to strip annex a publicly owned strip following the course of a road for the purpose of annexing territory contiguous to the strip if the territory contiguous to the strip was formerly used in connection with a superconducting super collider research facility. SECTION 2.Effective date. EFFECTIVE DATE September 1, 2003, unless it receives the requisite number of votes for immediate effect.
