H.B. 3598 78(R) BILL ANALYSIS H.B. 3598 By: Smithee Juvenile Justice & Family Issues Committee Report (Unamended) BACKGROUND AND PURPOSE Current law specifies that the commissioners court shall pay the juvenile board members not less than $600 and not more than $1200 of annual compensation for the added duties imposed on the members. House Bill 3598 would amend Section 152.1971 of the Human Resources Code, which relates to the Randall County Juvenile Board by changing the amount of annual compensation to not less than $1200. The bill also eliminates language stating that the general provisions in the Human Resources Code concerning board meetings, compensation, general expenses, expenses of the board members and juvenile court, fiscal officer and duties do not apply to the Randall County Juvenile Board. Additionally, the bill specifies that the section of the code relating to an advisory council does not apply to the Randall County Juvenile Board and provides language requiring that the board shall keep records as required by law and board rules RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1: Amends Section 152.1971 of the Human Resources Code by, (b) providing the minimum additional annual compensation amount for board members to $1,200. (c) Section 152.0010 does not apply to the board, eliminating language stating that sections 152.0002-152.0008 do not apply. Adds Subsection (d) which requires the board to keep records as required by law and board rules. SECTION 2: This Act takes effect September 1, 2003. EFFECTIVE DATE September 1, 2003.
