SRC-LBB S.B. 21 78(R) BILL ANALYSIS Senate Research Center S.B. 21 78R11786 JRJ-DBy: Armbrister Infrastructure Development and Security 4/21/2003 As Filed DIGEST AND PURPOSE As proposed, S.B. 21 designates parts of Interstate Highway 10 between Houston and San Antonio and Interstate Highway 35 between San Antonio and Belton as Heroes Highway. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.0225, as follows: Sec. 225.0225. HEROES HIGHWAY. (a) Provides that in order to honor all civilians and military personnel who have served the United States in times of war, Interstate Highway 10 between Uvalde Road in Houston and its intersection with Interstate Highway 35 in San Antonio, and Interstate Highway 35 between its intersection with Interstate 10 in San Antonio and its intersection with United States Highway 190 in Belton are designated as Heroes Highway. (b) Requires the Texas Department of Transportation (TxDOT) to design and construct memorial markers indicating the highway number, the designation as Heroes Highway, and any other appropriate information. (c) Requires TxDOT to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. SECTION 2. Effective date: upon passage or September 1, 2003.
