SRC-AMY, TAG S.B. 36 78(R) BILL ANALYSIS Senate Research Center S.B. 36 78R1562 SLO-DBy: Zaffirini Education 5/7/2003 As Filed DIGEST AND PURPOSE Currently, the state needs to recruit and retain qualified special education teachers in the Austin area. As proposed, S.B. 36 requires a contract employee of the Texas School for the Blind and Visually Impaired or the Texas School for the Deaf for summer school to be compensated in an amount equal, on a daily-rate basis, to summer school employees in comparable positions in the Austin Independent School District. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 30.024(b), Education Code, to require an employee of the Texas School for the Blind and Visually Impaired who is employed under a contract under this subsection to be paid for summer school employment in accordance with a compensation structure equal, on a daily-rate basis, to compensation paid to summer school employees employed in comparable positions by the Austin Independent School District. Makes conforming changes. SECTION 2. Amends Section 30.055(b), Education Code, to require an employee of the Texas School for the Deaf who is employed under a contract under this subsection to be paid for summer school employment in accordance with a compensation structure that provides compensation equal, on a daily rate basis, to compensation paid to summer school employees employed in comparable positions by the Austin Independent School District. Makes conforming changes. SECTION 3. Provides that this Act applies beginning with the 2003-2004 school year. SECTION 4. Effective Date: upon passage or September 1, 2003.
