SRC-JLB, TJG S.B. 37 78(R) BILL ANALYSIS Senate Research Center S.B. 37 78R1618 SLO-DBy: Zaffirini Education 5/6/2003 As Filed DIGEST AND PURPOSE Currently, the Texas Education Code allows teachers at the Texas School for the Deaf (TSD) to use a maximum of four days per contract term of accrued sick leave for personal reasons. As proposed, S.B. 37 provides TSD teachers with three days of personal leave, not to be carried forward to a subsequent contract term, per year in addition to one sick day per month. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 30.055(b), Education Code, to provide that an employee of the Texas School for the Deaf may be permitted by the State Board of Education (board) to take paid time off from work during the term of the employment contract for personal reasons as designated by the board, but prohibits the paid time off from exceeding three days per contract term and from being carried forward from one contract term to a subsequent contract term. Deletes text referring to four sick days per contract term. Makes a nonsubstanative change. SECTION 2. Provides that this Act applies beginning with the 2003-2004 school year. SECTION 3. Effective date: upon passage or September 1, 2003.
