SRC-TJG, TAG S.B. 77 78(R) BILL ANALYSIS Senate Research Center S.B. 77 78R545 KSD-DBy: Zaffirini Business and Commerce 4/6/2003 As Filed DIGEST AND PURPOSE The Texas Workforce Commission (TWC) is the state agency responsible for administering the Child Care and Development Block Grant, which is flexibly operated through TWC's network of 28 local workforce development boards. As proposed, S.B. 77 requires TWC to develop and implement child care quality improvement strategies to increase the percentage of child care providers that meet the Texas Rising Star Provider criteria, receive National Association for the Education of Young Children accreditation, or achieve another target to improve the quality of subsidized child care in Texas. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 301D, Labor Code, by adding Section 301.069, as follows: Section 301.069. CHILD CARE QUALITY IMPROVEMENT. Requires the Texas Workforce Commission to develop and implement child care quality improvement strategies to increase the percentage of child care providers that meet certain requirements. SECTION 2. (a) Effective date: upon passage or September 1, 2003 (b) Requires for the Texas Worforce Commission, as soon as possible after the effective date of this Act, to develop and implement strategies as required by Section 301.069, Labor Code, as added by this Act.
