SRC-JLB, VRA S.B. 87 78(R) BILL ANALYSIS Senate Research Center S.B. 87 78R565 MTB-DBy: Wentworth S/C on Higher Education 2/13/2003 As Filed DIGEST AND PURPOSE Currently, all state agencies except institutions of higher education are required to participate in projects developed by the Electronic Government Program Management Office of the Department of Information Resources, including the electronic procurement marketplace. Some feel that more potential purchasers in the electronic procurement system and other similar projects might make the system more attractive to vendors. As proposed, S.B. 87 would require institutions of higher education to participate in electronic government projects according to the provisions of Chapters 2055 and 2177 of the Government Code. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2055.001, Government Code, to delete the definition of "institution of higher education" and redefine "state agency." Makes conforming changes. SECTION 2. Amends Section 2177.0001, Government Code, to make conforming changes. SECTION 3. Repealers: Section 2055.002 (Electronic Government Program Management), Government Code, and Section 2177.005 (Electronic Commerce), Government Code. SECTION 4. Effective date: September 1, 2004.
