DIGEST AND PURPOSE 

Current law does not require school districts to address the issue of
bullying through prevention and education programs.  As proposed, S.B. 150
requires the board of trustees of an independent school district to
include such provisions in the district's code of student conduct. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 37.001(a), Education Code, to require the board
of trustees of an independent school district to include in the district's
code of student conduct provisions for the prevention of and education
concerning bullying.  Makes conforming changes. 

SECTION 2.  Effective date: upon passage or September 1, 2003.
