DIGEST AND PURPOSE 

Currently, the Texas Transportation Code allows specially designed license
plates for private nonprofit organizations. Money raised through sales of
such plates may be used to benefit the organization. As proposed, S.B. 199
would create a license plate for the Daughters of the Republic of Texas,
the proceeds of which would be used only for the maintenance, repair, and
operation of the Alamo, and to defray the cost of administering this
special license plate program. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 502F, Transportation Code, by adding Section
502.2934, as follows: 

Sec. 502.2934.  DAUGHTERS OF THE REPUBLIC OF TEXAS LICENSE PLATES.  (a)
Requires the Texas Department of Transportation (TxDOT) to issue specially
designed Daughters of the Republic of Texas license plates for passenger
cars and light trucks. 

(b) Requires the license plates to include the words "Daughters of the
Republic of Texas" and be of a color, quality, and design approved by the
Daughters of the Republic of Texas. 

(c) Requires TxDOT to issue license plates under this section to a person
who meets certain requirements. 

(d) Requires TxDOT to deposit $20 of each fee collected under this section
to the credit of the Daughters of the Republic of Texas account in the
state treasury. Authorizes money in the account to be used only by the
Texas Department of Economic Development in making grants to the Daughters
of the Republic of Texas to be used only for the purpose of the
maintenance, repair, and operation of the Alamo.   

(e) Requires the remainder of each fee collected under this section, after
deposit as provided by Subsection (d), to be deposited to the credit of
the state highway fund and to be used only to defray the cost of
administering this section. 

(f) Requires the owner to return the special license plates to TxDOT, if
the owner of a vehicle registered under this section disposes of the
vehicle during the registration year. 

SECTION 2.  Effective date: September 1, 2003.
