BACKGROUND AND PURPOSE 

The name Phantom Warriors has special significance to Fort Hood, the
current home of III Corps.  Highway 195 is a primary route used by Fort
Hood to access Interstate 35 and the coast during deployments.  S.B. 233
designates a portion of Highway 195 from the southern municipal boundary
of Florence to the end of Highway 195 in Killeen as the Phantom Warriors
Highway in recognition of the soldiers at III Corps and Fort Hood.  This
bill also calls for name markers at each end of the highway and at any
appropriate intermediate sites along the highway. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution. 

ANALYSIS

SECTION 1.  Amends Chapter 225B, Transportation Code, by adding Section
225.049, as follows: 

Sec.  225.049.  PHANTOM WARRIORS HIGHWAY.  (a)  Provides that State
Highway 195 from Interstate Highway 35 to the terminus of State Highway
195 in Killeen is designated as the Phantom Warriors Highway. 

(b)  Requires the Texas Department of Transportation (TxDOT) to design and
construct markers indicating the highway number, the designation as the
Phantom Warriors Highway, and any other appropriate information. 

(c)  Requires TxDOT to erect a marker at each end of the highway and at
any appropriate intermediate sites along the highway. 

(d)  Provides that in this section, a reference to Interstate Highway 35
or to the terminus of State Highway 95 in Killeen means the interstate
highway and terminus as they existed on January 1, 2003.    

SECTION 2.  Effective date:  September 1, 2003.
