SRC-LBB, VRA S.B. 254 78(R) BILL ANALYSIS Senate Research Center S.B. 254 78R1265 ESH-DBy: Bivins State Affairs 4/1/2003 As Filed DIGEST AND PURPOSE Currently, legislators are prohibited from representing clients before executive agencies for compensation, with two exceptions. As proposed, S.B. 254 eliminates the exceptions and prohibits a legislator from representing another person before a state agency for compensation. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 572.052(a), Government Code, to provide that a legislator may not, for compensation, represent another person before an executive branch state agency. Deletes existing text which permitted such representation under certain conditions. SECTION 2. Amends Section 572.021, Government Code, to make a conforming change. SECTION 3. Repealer: Section 572.025, Government Code (Information About Legislators' Representation Before Executive State Agencies). SECTION 4. Makes application of this Act prospective. SECTION 5. Effective date: September 1, 2003.
