SRC-LBB S.B. 321 78(R) BILL ANALYSIS Senate Research Center S.B. 321 78R3641 DRH-DBy: Armbrister State Affairs 2/18/2003 As Filed DIGEST AND PURPOSE Currently, an election judge or clerk is entitled to compensation for services rendered at a precinct polling place at a rate which must be at least the federal minimum hourly wage currently set at $5.15. Entities which hold elections are having an increasingly difficult task finding individuals to work polling places on election dates. As proposed, S.B. 321 will set a minimum hourly wage for general election workers at $8 per hour. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 32.091(a), Election Code, to provide that for a general election, the rate of compensation for an election judge or clerk must be at least $8 per hour. SECTION 2. Effective date: September 1, 2003. Makes application of this Act prospective.
