SRC-AMY S.B. 352 78(R) BILL ANALYSIS Senate Research Center S.B. 352 78R323 BDH-DBy: Wentworth Education 2/14/2003 As Filed DIGEST AND PURPOSE Currently, Texas law prohibits property wealthy school districts, known as Chapter 41 school districts, to use the mid-size school district adjustment in calculating the Weighted Average Daily Attendance (WADA). Chapter 41 districts have the same size-related inefficiencies as property poor, or Chapter 42, districts. As proposed, S.B. 352 repeals the provision which prohibits Chapter 41 districts from utilizing the mid-size school district adjustment. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 42.103(e), Education Code (Small and Mid-Sized District Adjustment). SECTION 2. Effective date: September 1, 2003.
