S.B. 369 78(R) BILL ANALYSIS S.B. 369 By: Lindsay Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the Huffsmith Road Public Utility District (district), created by Chapter 676, Acts of the 62nd Legislature, Regular Session, 1971, for the purpose of financing, owning, and operating water, sewer, and drainage facilities to serve the district, has not been organized or activated and has never performed any of its legislative functions or accomplished any of its state purposes.
